The Contractual and financial law Unit provides opinions on legal issues, and represents the Institution in litigation, related to the European Parliament’s public procurement procedures, contracts, buildings and intellectual property rights. These issues and disputes fall under both EU law and the various national legal systems applicable. The Unit is also working on a project to revise the contract templates used by the Institution.
The Real Estate Projects Unit of the European Parliament’s Legal Service provides legal advice on public procurement (revision of draft calls for tenders, interpretation of the provisions of the Financial Regulation, etc.) and contract law (works, insurance etc.) for all EP building projects (purchase, construction, renovation, etc.). Currently, a large part of the team’s work concerns the extension project of the Konrad Adenauer building in Luxembourg (e.g. analysis of legal issues concerning the execution or modification/termination of contracts for works/services contracts or settlements). In the event of a dispute concerning a tendering procedure or contractual rights and obligations, the Unit’s lawyers represent the EP before the competent courts (in particular the General Court of the EU).
