Who we are
The Directorate-General for Economy, Transformation and Industry (DG ECTI) plays an essential role in supporting the work of key parliamentary committees, empowering Members of the European Parliament to excel in their legislative, scrutiny, and budgetary responsibilities. As a cornerstone of the European Parliament's administrative structure, DG ECTI facilitates the smooth operation of committee activities, promoting evidence-based decision-making through expert analysis and dedicated research services. Its policy remit encompasses a broad range of areas, including economic and monetary affairs, financial policy, taxation, internal market and consumer protection, cybersecurity, industry, research, energy, environment, climate, food safety, and public health. Through its support, DG ECTI enables the European Parliament to navigate an increasingly complex and evolving geopolitical and economic landscape, while fostering the development of administrative and political ties.
The Economic Governance and EMU Scrutiny Unit (EGOV) provides expertise to the Members of the European Parliament regarding euro area monetary policy, EU economic governance, including the Recovery and Resilience Facility (RRF), and the Banking Union (banking supervision, resolution and financial stability). EGOV works mostly for the European Parliament’s Committee on Economic and Monetary Affairs (ECON). As part of its remit, the ECON committee scrutinises the relevant institutional actors at EU level, including the European Commission, EU Member States, the European Central Bank (ECB), the Single Resolution Board and the European Systemic Risk Board. EGOV produces briefings internally and commissions studies by external experts in order to discuss relevant policy issues.
In the area of monetary policy, the Unit provides expertise that feeds into parliamentary scrutiny of the ECB’s conduct of monetary policy, in particular focused of the quarterly Monetary Dialogue with the ECB President. In the area of economic governance, we cover topics such as the Country-Specific Recommendations (CSRs); the Macroeconomic Imbalance Procedure (MIP); the Stability and Growth Pact (SGP); the Surveillance of the euro area Member States’ Draft Budget Plans (DBPs) and the Recovery and Resilience Facility among others, holding regular Economic Dialogues with the Commission and the Council. In the banking arena, we focus on the functioning and implementation of the Banking Union, including banking developments, and the functioning of supervision and resolution. We also cover related areas such as the Savings and Investment Union and the provision of financial services at large. To this end, we provide briefings for scrutiny hearings with the Chair of the ECB’s Supervisory Board and the Chair of the Single Resolution Board. In addition, we are following international economic developments, including international financial assistance to Ukraine, and promoting inter-parliamentary dialogue in Europe in the context of the European Semester. Most of our papers are available on the ECON Committee website.
