Who we are

The Directorate-General for Parliamentary Democracy Partnerships (DG PART) is tasked with fostering cooperation with national parliaments as well as coordinating the efforts made by Parliament liaison offices and representations outside of the European Union with the objective to streamline actions aimed at promoting and upholding parliamentary democracy in Europe and beyond.
 
Within the DG, the Directorate for Relations with National Parliaments advises the political bodies, Members and the Secretariat of the European Parliament in their institutional cooperation and legislative dialogue with the national Parliaments. It provides support for inter-parliamentary activities, contributes to the implementation of the Treaty provisions on inter-parliamentary cooperation in the EP and provides expertise throughout the legislative cycle and other EP political competences.

The Directorate acts as a knowledge centre for information regarding national Parliaments and provides information to the EP administration on best practices within national Parliaments. It represents the European Parliament in the administrative networks of inter-parliamentary cooperation. It manages relations with the officials that represent the national Parliaments in Brussels and maintains close links with their administrations. Moreover, it promotes legislative dialogue and interparliamentary cooperation in the EU.

The Legislative Dialogue Unit in the Directorate for Relations with National Parliaments is responsible for political and legislative dialogue with national Parliaments. It plans, coordinates and organises inter-parliamentary meetings at committee level, including inter-parliamentary committee meetings (ICMs), the European Parliamentary Week and the Joint Parliamentary Scrutiny Group (JPSG) on Europol. It promotes cooperation at different stages of the legislative process through targeted ad hoc dialogues for rapporteurs.

It also ensures monitoring of the subsidiarity check and follow-up with rapporteurs and committees of the implementation of Protocol No. 2 on the application of the principles of subsidiarity and proportionality. The Unit also organises thematic seminars bringing together European Parliament and national Parliament administrations and is responsible for the CONNECT and CorCom databases.

 

Your tasks

  • Assist in all the stages - from event planning to reporting - of the organisation of inter-parliamentary meetings, conferences (such as the European Parliamentary Week) and bilateral meetings between the national Parliaments and the EP;
  • Perform research on parliamentary cooperation, EP legislation and national Parliaments;
  • Draft briefings, reports and other documents relating to the Directorate’s activities;
  • Assist in creating and developing communication products (website articles and social media posts, reports, factsheets) relating to interparliamentary cooperation;
  • Draft briefing notes and summarise the submissions from the national Parliaments in the framework of the 'subsidiarity check' (Protocol 2 of the TFEU) for the EP committees rapporteurs;
  • Assist in liaising with national Parliaments representatives.
