Who we are

The Directorate-General for Infrastructure and Logistics (DG INLO) is responsible for overseeing the European Parliament's vast infrastructure portfolio, which spans around 1.3 million square meters of building space across Europe. This includes a variety of tasks that are crucial to ensuring the smooth functioning and sustainability of the Parliament's operations.

DG INLO's responsibilities go beyond just building management; it is also in charge of a range of essential services such as catering, mail distribution, furniture management, and transport for Parliament Members and staff. This comprehensive approach ensures that all physical and logistical needs are met, supporting the European Parliament’s political activities in a sustainable way.

Within the Directorate-General for Infrastructure and Logistics, the Department for Contracts and Procurement, Strasbourg, that is part of the Directorate for Sustainable Buildings and Facilities in Strasbourg, is primarily in charge of European public procurement procedures. This department plays a strategic role in the implementation of complex procurement procedures which are subject to strict regulations and a high level of compliance. These operations involve significant financial amounts and have a major impact at regional or European level.

 

Your tasks


Within the Infrastructure Directorate in Strasbourg, the intern will join the Department for Contracts and Procurement.

Main tasks:

  • Support the drafting of administrative documents for tender files, ensuring compliance with European public procurement regulations (EU/Euratom Financial Regulation No. 2024/2509);
  • Collaborate with various departments (legal, technical, financial, operational) to ensure the coherence of procedures and to meet operational requirements;
  • Help monitor procurement stages, including the publication of calls, receipt of bids, compliance evaluation, and negotiation phases where applicable;
  • Contribute to the preparation of analysis reports and the formalization of award decisions, maintaining a focus on regulatory compliance;
  • Provide support for contract management in the context of infrastructure projects;
  • Monitor contract execution in close coordination with project managers and technical teams;
  • Ensure adherence to contractual terms, including deadlines, penalties, modifications, and amendments;
  • Assist in analyzing legal risks associated with contract execution and propose strategies for mitigation;
  • Support the management of any disputes or pre-litigation matters related to contract performance (claims, contractual disputes, etc.);
  • Contribute to cross-functional coordination and internal communication;
  • Conduct legal research on developments in European public procurement law and assess their practical implications for ongoing projects.

 

You are

Education:

  • Preferably Master's degree in European law or public procurement;
  • In-depth knowledge of European public procurement law would be a significant asset.

Technical Skills:

  • Strong understanding of the European legal framework for public procurement (Directives 2014/24/EU, 2014/25/EU, Regulation 2024/2509, and CJEU case law);
  • Familiarity with contractual issues related to large-scale and high-value projects;
  • Ability to interpret and analyze complex contractual and administrative documents;
  • Previous experience in the public sector, within a specialized firm, or in a European institution would be highly valued.

Personal Skills:

  • Precision, analytical thinking, and keen attention to detail;
  • Strong writing skills, with the ability to synthesize and summarize complex information;
  • Excellent interpersonal skills and the ability to engage effectively with both technical and legal stakeholders;
  • Strong organizational skills, initiative, and a high degree of professional discretion.

Languages:

  • Native or near-native proficiency in French (C2);
  • Strong command of legal English (at least B2, ideally C1), particularly in relation to European law texts and communication with international partners.
