Your tasks

You will play an active role in Application Software Project, Product, and Service Management under the ITIL framework, while also assisting in cybersecurity support and the collection and assessment of AI-based project ideas across Directorate General. Working closely with internal teams and business users, you will help ensure services are secure, innovative, and aligned with organisational needs.

Your responsibilities will include:

Service Strategy

  • Supporting the definition of the service portfolio and prioritisation of projects by value, cost, and risk;
  • Assisting in the identification and preliminary evaluation of AI-based project ideas across DG COMM.

Service Design

  • Supporting SLA definition, scalability planning, and availability management;
  • Assisting in the integration of security controls and compliance measures;
  • Contributing to supplier management and AI-enabled service design.

Service Operation

  • Actively assisting in cybersecurity monitoring, incident response, and access management;
  • Providing support in problem resolution and user interaction via the Service Desk.

Continual Service Improvement (CSI)

  • Supporting measurement and reporting against SLAs and KPIs;
  • Assisting in the review of IT processes and proposing improvements;
  • Contributing to improvement initiatives, including AI-driven enhancements.

 

You are

A university graduate invited to work in application software project, product, and service management is expected to combine technical knowledge with project management, analytical, and communication skills. The ideal profile blends theory with practical experience and includes the adaptability to support cybersecurity activities and contribute to the assessment of AI-based project ideas across DG COMM.

Educational Background

  • Degree: Bachelor’s in Computer Science, Information Technology, Software Engineering, or a related field; a Master’s degree or certifications (e.g., PMP, ITIL) are advantageous;
  • Relevant Coursework: Software development, project management, systems analysis, business analysis, IT service management, and cybersecurity.

Technical Skills

  • Software Development Fundamentals: Understanding of software lifecycle models (Agile, Waterfall) and familiarity with languages such as Java and Python;
  • Project & Product Tools: Experience with Jira, GitHub/GitLab, Microsoft Project, and product roadmap/feedback methods (SWOT, PESTLE, customer surveys);
  • Service Management: Basic knowledge of ITIL/ITSM, including incident, problem, and change management;
  • Cybersecurity Support: Awareness of security principles, ability to assist in monitoring, access control, and risk mitigation;
  • AI Awareness: Interest in identifying, collecting, and evaluating AI-based project ideas to improve services and business processes;
  • Data Analytics: Ability to use Excel, Power BI, or similar tools for reporting and decision support.

Project & Product Management Skills

  • Planning & Risk Management: Competence in task prioritisation, risk assessment, and resource allocation;
  • Lifecycle Understanding: Knowledge of product development from concept to retirement, including user-centric design principles;
  • Market Awareness: Ability to analyse technologies, trends, and business needs to inform strategy.

Service Management Skills

  • Customer Focus: Understanding of customer service, feedback handling, and support;
  • Service Level Management: Ability to monitor performance against SLAs and ensure availability targets;
  • Continuous Improvement: Interest in process optimisation and supporting service enhancement.

Soft Skills

  • Communication: Clear written and verbal skills, able to translate technical content for non-technical stakeholders;
  • Collaboration: Effective teamwork across multi-cultural, cross-functional environments;
  • Problem-Solving: Analytical thinking to resolve issues quickly;
  • Adaptability: Capacity to learn new tools, methods, and technologies.

Experience (Optional)

  • Internships/Projects: Hands-on involvement in software development, project management, IT service management, or cybersecurity;
  • Leadership Roles: Experience from university or volunteer organisations demonstrating initiative and coordination skills.

Certifications (Optional)

  • Project Management: PMI or PMP;
  • ITIL: Foundation level or higher;
  • Agile/Scrum: AgilePM, ScrumMaster, or equivalent;
  • Cybersecurity: Basic certifications (e.g., CompTIA Security+) are a plus.
