Who we are

The Directorate-General for Parliamentary Democracy Partnerships (DG PART) is tasked with fostering cooperation with national parliaments as well as coordinating the efforts made by Parliament liaison offices and representations outside of the European Union with the objective to streamline actions aimed at promoting and upholding parliamentary democracy in Europe and beyond.

The Budget Management and Human Resources (HR) Unit operates administratively within the Directorate for Resources. Aligned with the mission and values of DG PART, the Unit supports the Directorate-General in achieving its objectives through its most valuable asset – its people. The Unit's key responsibilities include:

  • Recruiting, selecting, onboarding, and retaining highly qualified staff;
  • Providing training and development opportunities to promote individual growth and enhance overall organisational effectiveness;
  • Contributing to a safe, healthy, and inclusive working environment;
  • Fostering high levels of engagement through recognition, effective communication, and continuous feedback;
  • Offering guidance and support in matters related to public procurement and budgetary management;
  • Preparing, implementing, and monitoring DG PART’s budget in accordance with the principles of sound financial management.

 

Your tasks

You will contribute as part of the team responsible for human resources, with tasks including:

  • Supporting the implementation of the 2025 Annual Learning Plan;
  • Assessing and collecting staff training needs for the 2026 Annual Learning Plan;
  • Assisting in the development of a comprehensive competency map to support employee development and talent management strategies;
  • Contributing to the implementation of the Human Resources Strategy;
  • Assisting in the preparation and organisation of onboarding programmes for newly recruited staff and trainees, ensuring a smooth integration into the institution;
  • Supporting the logistical coordination of various events, including onboarding sessions and training programmes;
  • Analysing feedback surveys from training sessions and other HR initiatives, and producing actionable reports to support continuous improvement.

 

You are

The successful candidate will hold at least a Bachelor's (or Master’s) degree in Human Resources or a related field, with a particular interest in areas such as learning and development, HR analytics, onboarding, and related domains.

The following skills, competencies, and personal attributes are required:

  • Previous experience in Human Resources (through studies and/or professional experience);
  • Ability to work both independently and collaboratively within a team;
  • Discretion and a strong sense of confidentiality;
  • Excellent written and verbal communication skills;
  • Strong organisational and coordination abilities;
  • Attention to detail, with well-developed analytical skills and a customer-oriented mindset;
  • A creative and proactive approach to tasks and challenges;
  • Proficiency in Microsoft Office and other relevant digital tools;
  • Effective time management and the ability to prioritise tasks efficiently.
  • A good working knowledge of English and/or French is also essential.
