Who we are

The Directorate for Committee Coordination and Legislative Activities (CCLA) provides coordination and expertise on all horizontal issues related to the activities of the committees in the European Parliament. The Directorate also addresses and promotes the common needs of committees in their legislative, scrutiny and budgetary activities, and highlights the work of the committees through various communication channels. The secretariat of the Conference of Committee Chairs is also provided by the Directorate.

Why choose a traineeship at CCLA?

The European Parliament’s committees play a crucial role in Parliament’s legislative, scrutiny and budgetary activities, as they are responsible for preparing Parliament’s positions, in particular on new legislative proposals. As a CCLA trainee, you will be involved in parliamentary committee work at a horizontal level, which will give you a good understanding and broad overview of committee work in the European Parliament. You will be surrounded by experienced colleagues who are involved in negotiations in the context of the ordinary legislative procedure, coordinate Parliamentary committees, including through the preparation of the Conference of Committee Chairs, or work towards the promotion of committee work through various means.

The Legislative Activities Unit (LEGI) is a small but dynamic team, supporting legislative committees in the five policy Directorates-General (DG EXPO, DG CASP, DG ECTI, DG IUST, DG BUDG), such as ENVI (environment), IMCO (internal market), LIBE (civil liberties), INTA (trade) or EMPL (employment). We provide advice on a range of institutional and interinstitutional matters related to the ordinary legislative procedure (OLP) in Parliament, in particular during interinstitutional negotiations.

LEGI follows all OLP files from the moment the draft report is adopted in committee, all the way through inter-institutional negotiations with Council up until an agreement is reached and the legislative act is signed, thus becoming law. Moreover, LEGI carries out several horizontal tasks, such as training MEPs and staff on the OLP procedure, and advising negotiating teams on the prerogatives of the Parliament during negotiations, including on the delegation of legislative powers to the Commission and Member States. The main working language in LEGI is English.

LEGI offers a rare and unique opportunity to see how the legislative process works in practice by following closely the interinstitutional negotiations on a variety of files in all areas of Union competence, including asylum and migration, artificial intelligence, environmental and climate policies, consumer protection, and social rights across the Union. You will experience first-hand the political negotiations (trilogues) between Council and Parliament in the presence of the Commission, which are held in camera and lead to the adoption of new EU legislation that is applicable to 450 million citizens.

 

Your tasks

  • Be present during the interinstitutional legislative negotiations (trilogues) between Council and Parliament in the presence of the Commission, shadow meetings of the EP negotiating team, internal preparatory meetings, and to report back;
  • Actively follow legislative developments in a variety of policy areas and discussions in parliamentary committee meetings, hearings and conferences, and summarise debates;
  • Provide input for and monitor a range of horizontal issues across committees, for example those related to transparency or to delegated and implementing acts;
  • Draft feedback/briefing notes on a range of different topics of interest to the team and others;
  • Be part of a dynamic and motivated team.

 

You are

  • Someone with a sound knowledge of EU functions and of the OLP in particular;
  • Able to handle and treat sensitive information discreetly;
  • Interested in following committee activities across a range of policy areas;
  • Curious to learn how Parliament engages and works with the Commission and the Council, especially during trilogues;
  • Quick to grasp new procedures and tasks;
  • Excellent at drafting and analysing policy and legislation;
  • A team player who is proactive and comfortable working both on your own initiative and with other colleagues, and keen on learning from their varied backgrounds and experiences;
  • Fluent in English, our main working language (knowledge of French would be an asset);
  • Proficient in working with Microsoft Office suite applications.
