Who we are

The Directorate-General for Citizens' Rights, Justice and Institutional Affairs (DG IUST) is responsible for organising the work of several parliamentary committees in the fields of culture, education, legal affairs, civil liberties, justice, constitutional affairs, gender equality and petitions to assist Members of the European Parliament (MEPs) in the exercise of the powers conferred upon the European Parliament in these areas.

Policy Departments are research units responsible for providing - both in-house and external - high-level independent expertise, analysis and policy advice at the request of Committees as well as other parliamentary bodies (delegations, President, Bureau, Secretary-General) in the form of a wide range of products, as diverse as studies, notes, oral briefings, workshops, expert panels and background briefings. The Policy Departments also draft the Fact Sheets on the European Union, which offer an overview about the European Union institutions, policies and the European Parliament’s role in this regard.

The Policy Department of the Directorate for Justice, Civil Liberties and Institutional Affairs (Policy Department B) covers a wide range of fields, notably the protection of fundamental rights, democracy and the rule of law, equality and anti-discrimination, the implementation and development of the area of freedom, security and justice, including through police and judicial cooperation and the harmonisation of criminal law, privacy and data protection, intellectual property rights, civil, commercial and company law, the application of EU treaties and inter-institutional relations. It notably supports the work of four Committees (Committees on Civil Liberties, Justice and Home Affairs (LIBE), Legal Affairs (JURI), Constitutional Affairs (AFCO) and the Special Committee on the European Democracy Shield (EUDS)), the President’s Cabinet and other parliamentary bodies in shaping legislation and exercising democratic scrutiny over EU internal policies.

Policy Department B has close and regular contacts with these parliamentary committees and provides tailor-made solutions serving the needs of MEPs, in particular Rapporteurs, project teams, working groups or parliamentary delegations. It coordinates expertise products (e.g. studies or briefings) requested by Committee Coordinators and feeds directly into the legislative and political work of the Parliament.
