Who we are

The Directorate-General for Finance, hereinafter DG FINS, is responsible for Parliament’s budgetary and financial management. Based in both Luxembourg and Brussels, it draws up Parliament's budget, manages Members' allowances and entitlements, and finances Parliament’s political groups, as well as political parties and foundations at European level. DG FINS consists of three Directorates, 17 Units and the Central Secretariat. DG FINS plays a key and varied role in Parliament’s administration and is a trusted interlocutor for Members and political authorities. Joining DG FINS as a trainee will certainly boost your career. The Compliance Monitoring Unit (CMU), a horizontal legal unit directly under the responsibility of the Director-General, provides in-house legal advice to the various units of DG Finance and the hierarchy, in particular as regards the Implementing Measures of the Statute for Members of the European Parliament. The Unit is also in charge of the recovery procedures and Members’ complaints concerning their financial rights. Additionally, the Unit advises on compliance with data protection rules, applications for public access to documents and requests for information concerning DG Finance matters and coordinates the cooperation with the European Anti-Fraud Office (OLAF), the European Public Prosecutor's Office (EPPO) and EU and national authorities in fraud and financial irregularities cases. The Unit also promotes best practices on ethics, good administration and measures to protect the EU financial interests against fraud and financial irregularities. Finally, the Unit provides support in litigation before EU and national courts concerning DG Finance matters.

 

Your tasks

As a trainee at the CMU, you will be considered a full member of our unit, therefore you will participate in the unit’s day-to-day work, making a significant contribution to it and gaining professional experience.

Your daily tasks:

  • Legal support to the interpretation and application of the following statutory instruments: the Financial Regulation applicable to the budget of the Union; the Statute for Members of the European Parliament; the Implementing Measures for the Statute for Members’ of the European Parliament (IMMS);  the Regulation on the statute and funding of European political parties and foundations; and Regulation (EU) 2018/1725 on the protection of natural persons with regard to the processing of personal data by the Union institutions;
  • Support in the management of recovery procedures based on Article 68 IMMS and complaints lodged by Members on the basis of Article 72 IMMS, as well as support in the follow-up of OLAF investigations;
  • Help with the coordination of the protection of personal data in DG FINS and the implementation of DG FINS’ data protection action plan, in accordance with Regulation (EU) 2018/1725;
  • Support in dealing with requests for access to documents as well as citizens’ and press’ requests for access to information addressed to DG FINS;
  • Legal watch and follow up of developments in case law in the fields of action of DG FINS and dissemination within DG FINS of relevant legal information.
