The Directorate-General for Personnel (DG PERS) is broadly responsible for managing the human resources of the European Parliament's Secretariat, so that it can provide the Members of the European Parliament (MEPs) with the assistance they need to fulfil their mandate.

More specifically, DG PERS manages the different groups of staff throughout their career, in areas such as:

  • Selection, recruitment, entry, training, career development;
  • Management of rights and obligations, salary, allowances, pension rights;
  • Protection and well-being at work;
  • Strategies to improve and promote equality, diversity and inclusion;
  • Management of trainees;
  • Internal communication in the institution.

We are the Learning and Development Unit.

Our mission is to offer learning and development (L&D) solutions to a highly qualified workforce that support MEPs. We believe that L&D plays a key role in the European Parliament to ensure a resilient and effective European democracy.

This traineeship will offer you the opportunity to explore the L&D activities in the EP.

You will be part of a team of professionals offering learning solutions to people working in the European Parliament. You will be helping our clients - MEPs, departments, individual learners - strengthen their skills, manage change and increase motivation within their teams.

The Corporate projects team is a small team, full of energy and open-minded people, working horizontally with colleagues from the entire organisation.
We are responsible for managing two corporate projects: Evolving Civil Service - Building Skills of Tomorrow & Job Transition Map (2024-2026).

Your tasks

You will be part of a team managing two corporate projects: Evolving Civil Service - Building Skills of Tomorrow & Job Transition Map (2024-2026).

With a view of designing effective upskilling and reskilling initiatives, this project will expand and implement the EP competency dictionary and its associated tools. Key initiatives include mapping competency sets per job profile and using evaluation surveys to identify competency gaps in specific job profiles. The project will also develop onboarding learning paths to ensure a smooth integration into new roles.

Furthermore, a new IT application, the Job Transition Map, will provide staff and HR professionals with a dynamic overview of job profiles. The tool will identify missing competencies, recommend relevant courses to close skill gaps and offer insights into similar job profiles. This will support career transitions, help colleagues prepare for new roles in advance and reduce onboarding time.

During your traineeship, you will:

  • Have an opportunity to work on EP competency framework design for EP job families together with the internal team and industry experts;
  • Participate in the design, curation and implementation of onboarding paths for the job profiles in the European Parliament;
  • Participate in the design, curation and implementation of learning collections for the European Parliament Competency Dictionary;
  • Take on the role of LinkedIn Learning eLearning campaigns co-curator;
  • Participate in the work of Inter-DG taskforces, set up to contextualise the delivery of project milestones to specific job families and profiles.

 

You are

We’re looking for someone who:

  • has studied human sciences – such as educational science, behavioural science, HR management, psychology, sociology, anthropology, digital humanities or a related field – and is ready to put that knowledge into practice.

You might be a great fit if you are: 

  • Comfortable engaging with communities and moderating group discussions;
  • Interested in instructional and curriculum design, as well as talent development;
  • Familiar with learning methodologies – experience with blended learning, workshops or focus group design is a strong plus;
  • Proficient in MS Office (Word, Excel, PowerPoint); Bonus: skills in Adobe InDesign, Power BI, Canva;
  • Self-motivated and able to work independently;
  • Proactive in taking ownership and delivering high-quality results;
  • A fast learner who enjoys teamwork, flexibility, and adapting to new challenges.
