Who we are

The Directorate-General for Economy, Transformation and Industry (DG ECTI) is responsible for supporting the work of several key parliamentary committees dealing with economic governance, environmental policy, industrial transformation and cybersecurity. As such, it plays a pivotal role in shaping policies related to economic and monetary affairs, taxation, internal market and consumer protection, industry, research and energy, the environment, food safety, and public health.

Furthermore, through the provision of expert analysis and dedicated research services, DG ECTI aims to empower Members of the European Parliament to develop evidence-based policies that address the needs and concerns of European citizens, while also contributing to the effective exercise and development of the Parliament's legislative and scrutiny powers.

Within DG ECTI, the Directorate for Economy and Growth is focusing on economic governance, financial markets, competition, taxation, digital transformation and the internal market. The Directorate supports the Committee on Economic and Monetary Affairs (ECON), the Committee on the Internal Market and Consumer Protection (IMCO), and the Subcommittee on Tax Matters (FISC) and provides them with tailor-made expertise and research through a dedicated Policy Department as well as the Economic Governance and EMU Scrutiny Unit.

As you will gather from the description above, we are a very busy Directorate, hard-working, but also with a good team spirit and competent and friendly colleagues.

The Economic Governance and EMU Scrutiny Unit (EGOV) provides expertise to the Members of the European Parliament regarding euro area monetary policy, EU economic governance, including the Recovery and Resilience Facility (RRF), and the Banking Union (banking supervision, resolution and financial stability).

EGOV works mostly for the European Parliament’s Committee on Economic and Monetary Affairs (ECON). As part of its remit, the ECON committee scrutinises the relevant institutional actors at EU level, including the European Commission, EU Member States, the European Central Bank (ECB), the Single Resolution Board and the European Systemic Risk Board. EGOV produces briefings internally and commissions studies by external experts in order to discuss relevant policy issues.

In the area of monetary policy, the Unit provides expertise that feeds into parliamentary scrutiny of the ECB’s conduct of monetary policy, in particular focused of the quarterly Monetary Dialogue with the ECB President.

In the area of economic governance, we cover topics such as the Country-Specific Recommendations (CSRs); the Macroeconomic Imbalance Procedure (MIP); the Stability and Growth Pact (SGP); the surveillance of the euro area Member States’ Draft Budget Plans (DBPs); and the Recovery and Resilience Facility among others, holding regular Economic Dialogues with the Commission and the Council.

In the banking arena, we focus on the functioning and implementation of the Banking Union, including banking developments, and the functioning of supervision and resolution. We also cover related areas such as the Savings and Investment Union (SIU) and the provision of financial services at large. To this end, we provide briefings for scrutiny hearings with the Chair of the ECB’s Supervisory Board and the Chair of the Single Resolution Board.

In addition, we are following international economic developments, including international financial assistance to Ukraine, and promoting inter-parliamentary dialogue in Europe in the context of the European Semester.

Your tasks

We strive to integrate our trainees into our day-to-day work, namely in producing our briefings, depending on their knowledge of the issues that we deal with, and their specific interests. We work as a team by jointly drafting our papers, which are published on our website.

As members of EGOV team have different backgrounds, you can benefit from, participate in, and add to discussions on monetary policy, economic governance and Banking Union at large.

Your main tasks will be to:

  • Search for relevant background information in our remit;
  • Analyse documents of both qualitative and quantitative nature;
  • Assist the Unit/team with data collection, processing and visualisation;
  • Perform economic research and quantitative modelling;
  • Contribute to our drafting procedures (writing, recording, reviewing, formatting, etc.);
  • Attend parliamentary committee meetings and draft feedback notes, when necessary;
  • Possibly, attend conferences or external meetings, taking notes and providing feedback.

 

You are

You are open-minded and willing to learn and to work in a multicultural environment.

Your educational background allows you to understand the dynamics of European economic integration, monetary policy, economic governance, financial markets, banking supervision and resolution.

Preferably, you have a university education in economics, finance, political science or a related field. Candidates need to have an understanding of the current macro-economic challenges of the European Union.

Having previous work experience in public administrations academia and research institutions, in particular with a European focus, is a plus.

Previous work experience on macroeconomic topics and related areas, in particular focusing on the Recovery and Resilience Facility and the European Semester, though not mandatory, represents an added value, as does past experience with datasets and quantitative analysis (R, Python and/or Stata).

You are fluent in English, with excellent written and oral communication skills.
