Who we are

The Directorate-General for Finance, hereinafter DG FINS, is responsible for Parliament’s budgetary and financial management. Based in both Luxembourg and Brussels, it draws up Parliament's budget, keeps Parliament’s accounts and prepares its financial statements, manages Members' allowances and entitlements, and finances Parliament’s political groups, as well as political parties and foundations at European level. DG FINS consists of three Directorates, 17 Units and the Central Secretariat. DG FINS plays a key and varied role in Parliament’s administration and is a trusted interlocutor for Members and political authorities. Joining DG FINS as a trainee will certainly boost your career. The Central Financial Unit (CFU) forms part of Directorate A and is responsible for guidance on financial management rules and EU public procurement law to all other parts of Parliament, including a) establishing guidelines, templates and contract models for financial management and public procurement, b) providing advice and written opinions in individual cases (helpdesk), c) providing training on financial management and procurement, d) facilitate the introduction of e-procurement in Parliament, and e) preparing and steering the expert group in Parliament on procurement (the Public Procurement Forum). Moreover, our responsibilities comprise the examination of internal audit reports as well as oversight on annual reporting and establishing reports on contracts awarded.

 

Your tasks

We involve trainees in the day-to-day work of the Unit, so that you can provide a meaningful contribution to the Unit and gain real work experience: 

  • You will participate in drafting responses to Financial Helpdesk questions, in updating guidance documents and model contracts and in preparing trainings;
  • You might be asked to help to update our Frequently Asked Questions and to contribute to ongoing projects of the Unit;
  • You will follow the work of the Committees on Budgets and on Budgetary Control;
  • You will follow the development on new legislation and court cases in procurement as well as the development of digital procurement. 

 

You are

The CFU is looking for a motivated person who should:

  • Be able to work in a multinational and multilingual environment;
  • Have a sense of initiative, tact and diplomatic skills;
  • Have a legal or economic background, preferably related to public finance or public procurement;
  • Have a strong general interest in financial, legal, political and administrative questions;
  • Be capable of working both independently and as part of a team;
  • Have good linguistic and communication skills in English, and preferably also in French.
