The Directorate-General for Personnel (DG PERS) is broadly responsible for managing the human resources of the European Parliament's Secretariat, so that it can provide the Members of the European Parliament (MEPs) with the assistance they need to fulfil their mandate.

More specifically, DG PERS manages the different groups of staff throughout their career, in areas such as:

  • Selection, recruitment, entry, training, career development;
  • Management of rights and obligations, salary, allowances, pension rights;
  • Protection and well-being at work;
  • Strategies to improve and promote equality, diversity and inclusion;
  • Management of trainees;
  • Internal communication in the institution.

The Financial Resources Unit of the Directorate-General for Personnel is the central point of expertise in the area of financial and contractual management, in the directorate of human resources. Its mission is to ensure the smooth running of financial operations including payment of salaries, training courses, medical services, and to advise and guide operating units in financial and budgetary matters. The main responsibilities of the Financial Resources Unit are:

  • Financial management with SAP (for example: budget execution, financial closing);
  • Development and management of public procurement procedures;
  • The most important budget verification operations of the European Parliament;
  • Ex-post audit: staff and financial audit;
  • Preparation of tender documents based on technical specifications provided by operational units;
  • Coordination of risk management and internal controls of DG PERS;
  • Drafting activity reports.

 

Your tasks

Your tasks will be:

  • To contribute to key financial operations (budget, reporting);
  • To contribute to ex-posts audits (design audit plans, testing, reporting);
  • To draft new accounting and financial procedures;
  • To help develop analytical procedures and testing;
  • To support the public procurement team;
  • To update ex-ante controls towards a risk-based approach for financial operations;
  • To contribute to the assessment and monitoring of internal controls;
  • To analyse the risks of the unit's internal controls.

  • Fluent in writing English and/or French;
