Who we are

The Directorate-General for Internal Policies of the Union (DG IPOL) is responsible for organising the work of the Parliament’s committees dealing with the EU’s internal policies, and for assisting Members in the exercise of the legislative, budgetary and oversight powers conferred upon the European Parliament.

The Legislative Affairs Unit (LEGI), a small but dynamic team, supports committees in both DG IPOL and DG External Policies (EXPO), for example ENVI (environment), IMCO (internal market), LIBE (civil liberties), INTA (trade) or EMPL (employment), providing advice on a range of institutional and inter-institutional matters related to the ordinary legislative procedure (OLP) in Parliament.

In concrete, LEGI follows all OLP files throughout their lifecycle, namely from the moment a draft report is adopted in committee and a mandate is given to Parliament’s negotiation team to start inter-institutional negotiations with Council until the co-legislators reach a provisional agreement at the final trilogue, the vote on it in Committee and plenary, and the signing of the legislative act. Moreover, LEGI carries out horizontal tasks, such as looking out for the prerogatives of the Parliament vis à vis the other institutions and into the delegation of legislative powers to the Commission and Member States. The main working language in LEGI is English.

LEGI offers a rare and unique opportunity to see how the legislative process works in practice by following closely the inter-institutional negotiations on a variety of files in all areas of European legislation, inter alia asylum and migration, artificial intelligence, the implementation of the European Green Deal, reforming consumer protection, and equal pay rules across the Union. You will experience at first-hand authentic, top-level political negotiations (trilogues) between Council, Parliament and Commission, which lead to the adoption of new EU legislation that is applicable to 450 million citizens.

 

Your tasks

  • Be present during the inter-institutional legislative negotiations (trilogues) between Parliament, Council and Commission, shadow meetings of the EP negotiating team, internal preparatory meetings, and to report back on those;
  • Actively follow legislative developments in a variety of policy areas and discussions in parliamentary committee meetings, hearings and conferences, and summarise debates;
  • Provide input for and monitor a range of horizontal issues across committees, for example those related to transparency or to delegated and implementing acts;
  • Draft feedback/briefing notes on a range of different topics of interest to the team and others;
  • Be part of a dynamic and motivated team.

 

You are

  • Someone with a sound knowledge of EU functions and of the OLP in particular;
  • A discrete observer of how negotiations on OLP files are prepared and unfold in practice;
  • Interested in following committee activities across a range of policy areas;
  • Curious to learn how Parliament engages and works with the Commission and the Council, especially during trilogues;
  • Quick to grasp new procedures and tasks;
  • Excellent at drafting and analysing policy and legislation;
  • A team player who is proactive and comfortable working both on your own initiative and with other colleagues, and keen on learning from their varied backgrounds and experiences;
  • Fluent in English, our main working language; knowledge of French would be an asset;
  • Proficient in working with Microsoft Office applications.
