Who we are

The Directorate-General for Parliamentary Democracy Partnerships (DG PART) is a Directorate-General created with the objective to streamline the promotion and upholding of parliamentary democracy in Europe and beyond, by fostering cooperation with national parliaments and coordinating efforts made by the Parliament liaison offices and representations outside the European Union.

The Budget Management and Human Resources (HR) Unit is administratively located within the Directorate for Resources. In support of the mission and values of DG PART, the Unit enables the DG to meet its goals through its most valuable resources, by:

  • Recruiting, selecting, on boarding and retaining highly qualified staff members;
  • Training and developing them to promote individual growth and increase overall value to the organisation;
  • Contributing to a safe, healthy and inclusive working environment;
  • Inspiring and encouraging a high level engagement through recognition, effective communication and constant feedback;
  • Providing advice and support in public procurements and budgetary management matters;
  • Preparing, implementing and monitoring DG PART’s budget in line with the principles of sound financial management.

 

Your tasks

You will contribute within the team in charge of human resources. This will involve:

  • Assist to implement the Annual Learning Plan;
  • Contribute to setting up actions for the implementation of the DG PART Human Resources Strategy;
  • Contribute to establish metrics to measure the effectiveness and the efficiency of the HR function;
  • Contribute to the preparation of the on-board programme for newly recruited staff members;
  • Research industry trends related to the DG’s Human Resources function.

 

You are

The successful candidate will possess at least a bachelor’s or a master’s degree in Human Resources or a related field, with a particular interest in learning and development, HR metrics, change management etc.

Following skills, competences and personal attributes are required:

  • Ability to work independently and as part of a team;
  • Discretion and respect for confidentiality;
  • Excellent written and verbal communication;
  • Good organisational and time-management ability;
  • Proficiency in Microsoft Office applications with very good knowledge of Excel;
  • Detail-orientation with a customer service mind-set.

The successful candidate will have a good knowledge of French and/or English.
