Who we are
The Directorate-General for Parliamentary Democracy Partnerships (DG PART) is tasked with fostering cooperation with national parliaments as well as coordinating the efforts made by Parliament liaison offices and representations outside of the European Union with the objective to streamline actions aimed at promoting and upholding parliamentary democracy in Europe and beyond.
The Budget Management and Human Resources Unit operates administratively within the Directorate for Resources. Aligned with the mission and values of DG PART, the Unit supports the Directorate-General in achieving its objectives through its most valuable asset - its people. The Unit's key responsibilities include:
- Recruiting, selecting, onboarding, and retaining highly qualified staff;
- Providing training and development opportunities to promote individual growth and enhance overall organisational effectiveness;
- Contributing to a safe, healthy, and inclusive working environment;
- Fostering high levels of engagement through recognition, effective communication, and continuous feedback;
- Offering guidance and support in matters related to public procurement and budgetary management;
- Preparing, implementing, and monitoring DG PART's budget in accordance with the principles of sound financial management.
Your tasks
Your responsibilities will include:
- Contributing to the development of the 2027 Annual Learning Plan;
- Designing DG PART job-specific learning paths to enhance staff development;
- Assisting with the logistical coordination of various events, including the organisation of onboarding programmes for newly recruited team members and training sessions;
- Having interest for budget management and procurement processes, ensuring resources align with DG PART objectives in particular in creating KPI;
- Analysing data and feedback surveys, to help refine Human Resources initiatives and drive continuous improvement.
You are
The successful candidate will hold a university degree (level 6 of EQF or higher obtained at least three months before the starting date of the traineeship), preferably in business administration, public administration, law, economics, European studies or human resources management.
The following skills, competencies and personal attributes are required:
- Demonstrated interest in human resources management and/or financial management, acquired through studies, traineeships or professional experience;
- Ability to work both independently and collaboratively within a team;
- Discretion, a strong sense of confidentiality and an awareness of data protection obligations;
- Excellent written and verbal communication skills, including the ability to draft clear notes, correspondence and tables;
- Strong organisational abilities;
- Attention to detail, with well-developed analytical skills and a service-oriented approach towards colleagues;
- A creative and proactive approach to tasks and challenges;
- Proficiency in Microsoft Office, in particular Excel, and a willingness to learn EP applications;
- Ability to prioritise tasks efficiently;
- Intercultural sensitivity;
- A very good command of English or French, with a working knowledge of the other being an asset.
Overall, we seek a candidate with a strong commitment to EU values and parliamentary democracy and a curiosity to learn. The trainee will work alongside the Unit's HR and budget teams under the guidance of a designated supervisor.
