Portfolio Management and Compliance Unit

The Directorate-General for Information Technologies and Cybersecurity (DG ITEC) delivers digitally advanced, secure, resilient, compliant and sustainable information and communications technology (ICT) services.  

The Portfolio Management and Compliance (PMCO) unit manages and oversees the IT projects and IT assets portfolio, including transformation programmes (e.g. sustainability programme), business solutions delivery projects (customer-driven through the demand management process) and technical infrastructure projects (driven by technological changes and managed centrally). It provides legal advice on the applicable EU regulations for IT business (cybersecurity, AI, data protection, digital accessibility, interoperability and sovereignty).

In this mission, it is responsible for:

• Central Program / Project Management Office. Manage the global ITEC portfolio of programs and projects with budget monitoring responsibilities: select, approve and balance project portfolio components to deliver on the strategic objectives and fulfil operational needs;
• Ensure clear funding/budgetary responsibilities when delivering projects; run software compliance checks and compliance self-reporting based on contractual obligations;
• Define the governance model for IT assets management unifying the framework of compliance checks; ensure compliance coordination (compliance-as-a-service);
• Oversee the global IT assets portfolio (hardware, software, digital assets) and propose optimisations;
• Manage methodologies for program / project and portfolio management and ensure regular review cycles;
• Provide the professional secretariat for the Change Management Board and the Investments Panel;
• Data protection compliance; manage and provide compliance data and systems to other stakeholders in DG ITEC;
• Legal advice on compliance. Collaborate with operational units to ensure a holistic approach to compliance when delivering ICT services, integrating legal and operational requirements across ITEC value streams and delivering compliance-as-a-service to those value streams, including integration of interoperable interinstitutional solutions and approaches into the value streams where compliant with institutional interests.

We are looking for a trainee interested in being introduced to IT compliance work in the Parliament across the various domains that PMCO covers.

Those include as core domains: IT compliance coordination, personal data protection, AI compliance, interoperability and sovereignty.

Tasks in supporting domains can be included depending on the profile of the trainee, including IT sustainability in the environmental management dimension, legal compliance and vendor negotiations in enterprise licencing and compliance against formal prioritization criteria for demand management.

The trainee will be attached to the Head of Unit in order to get a broad overview of the processes involved, with detachment to specific teams involved for concrete tasks and projects of the Unit during the traineeship period. The traineeship is expected to cover the period of the process reform following the introduction of the IT governance reform, allowing the trainee to participate in the introduction of the IT compliance implementing measures envisioned as part of the IT governance reform.

You have obtained/will obtain a university degree (level 6 of EQF or higher) at least three months before the starting date of the traineeship.

The selected candidate is expected to be interested in IT governance and compliance work, being comfortable and excited at operating at the intersection of IT, law and economics and have a degree in or closely related to one of those domains, and an interest in the other two. An excellent level of spoken English is an operational requirement, as are drafting and writing skills in English.

Prior experience in drafting reports, analyses or other professional or academic works in the listed domains is an asset, as is demonstratable experience of interdisciplinary work in the listed domains and relevant professional certifications.
